Final Pronouncement
The 16th International Arab Conference on Information Technology (ACIT'2015)

Under the patronage of her Excellency the minister of Telecommunications and Information Technology, Majd Shwaykah, the 16th ACIT was inaugurated on Tuesday, 15th December 2015 at 11:30 a.m. The Conference was attended by Prof. Bassam Malkawi, the president of the University, Prof. Abdul-Salam Ghaith, the acting Secretary General of the Association of Arab Universities; Dr. Mohammad Hassan, Secretary General of Colleges of Computing and Information Society; Dr. Mohammad Ali Al-Jinini, the dean IT Faculty, the Chairman of the Conference; as well as Universities Presidents, Faculties Deans from Arab Universities, and a large number of guests, scholars and specialists, and students from different Arab and foreign universities.
The first session of the conference was started with the recitation of some verses of the Holy Quran, followed by a speech delivered by Dr. Mohammad Ali Al-Jinini, the dean of the IT Faculty, in which he welcomed the guests and the participating delegates from brotherly states and friends and the members of the conference organizing committee.
In his speech Dr. Al-Jinini stated that the hosting of the conference by Isra University coincided with the celebrations of the IT faculty at Isra University on the 25th anniversary of its institution. The dean expressed wishes for the success of the conference and talked about the importance of IT in this age as well as the importance of keys to knowledge that can lead to the knowledge economy, and explained the roles of the conference enriching scholar abilities and locating the points of strength that advantage development. The dean also thanked all the teaching staf members and all individuals who participate in the conference activates.
Then Prof. Bassam Malkawi, the president of the Isra University delivered speech in which he welcomed all the guests present and talked about the role of Isra University in spreading knowledge to the community and supporting the conference whose aim is to consult University instructors from different countries and exchange ideas with them, which helps to contribute to scientific research. He also stressed the fact the success of the conference is due to the cooperation between institutions, universities and Arab partnership. He finally extends his thanks to the audience and to all members who participated in the conference.
After that the Secretary General of the Colleges of Computing and Information Society, the Secretary-General of the Conference Dr. Mohammed Hassan delivered a speech in which he welcomed the conference guests and participating delegates from brotherly and friendly countries and the members of the permanency organizing committee.
The Secretary General talked about the history of ACIT conference. He noted that the conference had been hosted six times in Jordan, and stressed the fact that the conference research work had been refereed by an international committee. He explained the percentage of the accepted research papers by the conference was 53.7% submitted by 14 countries. He noted that five universities had offered to host the next conference.
He also thanked former Secretary General of the society in recognition of their efforts aimed to develop the society activities. He praised Isra University for their good organization and hospitality, and thanked the steering committee members for their great efforts to make the conference a success.
Finally, Eng. Sami Dabbas, the head of e-government, read the speech made by Mrs. Majd Shwaika, the Minister of telecommunications and Information Technology. The speech included her welcome of the honorable conferees and her wishes for the success of the conference. she noted in her speech that the conference accorded with the ministry aims to qualify the students and develop their abilities and skills required of them as graduates. She talked about the programmer and the training of the graduates to find job opportunities
She added that the infrastructure of the light fiber project was currently being completed, and so was the e-government program. She concluded by extending thanks to the conference and the members of the preparatory committee.
The events were distributed as follow on three days: Tuesday, 15/12/2015, Wednesday 16/12/2015 , Thursday, 17/12/2015 .
First day: Tuesday, 15/12/2015

Third Day: Thursday, 17/12/2015

• 10:00 - 12:00 Morning session:

• 12: 00- 12:30 Coffee Break
• 12:30 - 1:30 Closing Session, and this included the distribution of presents to Prof. Mohammed al-Haj Hassan, Dr. Muhammad Ali Al-Jinini, Dr. Adi Ma'aita, Dr. Bassam Ai-Sharjabi, and Dr. Tha'ir Al Rosan. The presents included armors from both CCIS ACIT.

Finally, the members of the closing statement formulation committee presented the most important parts of the closing statement.
Countries Participating in the research work:
The number of the scientific research papers registered for the conference were(43) out of (80) papers submitted to the conference. The published research papers were submitted by 14 Arab and foreign countries, namely: Sudan, Algeria, Jordan, Saudi Arabia, Iraq, Yemen, Palestine, Egypt, India, USA, UK, Malaysia, Germany, and Morocco
Other Meetings were held on the margin of the Conference, namely
First: The Meeting of the Executive Committee of 2013 - 2015 of the Colleges of Computing and Information Society
This meeting was held on Monday 14/12/2015 at 09:30 pm and was presided over by Dr. Mohammad Hassan, the Secretary-General of CCIS. The most important topics discussed in the meeting were:
1. Deciding on the agenda.
2. The previous meeting Minutes: modifications and agreement.
3. Extending thanks, honoring the Committee members for their efforts and conferring appreciation certificates on them.
4. Going through the final plan made by the committee for the years 2014-2018.
Second: The meeting of the General Committee of the of the Colleges of Computing and Information society
The ninth meeting of the Colleges of Computing and Information society was held on the margin of the conference on Monday, 14/12/2015 at 11:00 am, and was presided over by Dr. Mohammad Hassan, the Secretary-General of CCIS, and attended by 35 Dean from different Arab universities. During the meeting, Dr. Hassan welcomed the audience, and focused in his speech on the fact that the achievement done by CCIS in general and ACIT in particular were the fruit of their collective efforts made in a team spirit to enrich cooperation and experiences exchanging among The Arab countries, Dr. Hassan thanked Isra University all the people who participated in preparing for the conference. The meeting's agenda included:
1. Deciding on the agenda.
2. Going through the previous Minutes, making some modifications and agreeing on it.
3. Reviewing the financial and administrative report for the year (2015), discussing it and agreeing on it after making some modifications.
4. Reviewing of society activities throughout the year 2015.
5. Reviewing of the financial and administrative report.
6. Pursuing society plan (2014-2018).
7. Electing a new executive committee for the years (2015-2017)
Third: The Meeting of the The Executive Committee of 2016 - 2018 of the Colleges of Computing and Information Society
This meeting was held on the margin of the conference on Monday 14/12/2015 at 3:50 pm. Which was presided over by Dr. Mohammad Hassan,the Secretary General of the Conference.
most prominent things that were discussed:
1. welcoming the new members of the Committee.
2. Deciding on the agenda.
3. Reviewing the last report.
4. Agreeing to hold the next meeting of the Committee in Bahrain on May-2016
Fourth: The Meeting of the Steering Committee of ACIT
This committee held its annual meeting on the margin of the conference on Tuesday 15/2/12015 at 3:00 pm, which was attend by the committee members. The Secretary General appreciated the constant efforts made by Committee members .
In this meeting the following matters were discussed:
1. Hosting the 17th edition (ACIT 2016 ), they discuss the hosting requests by some Arab universities, the majority voted to Sultan Moulay Sulimane University / Morocco.
2. forming the closing statement committee.
3. Discussing the primary assessment of (ACIT 2015).
4. The meeting was over at 5:00 pm.
The most important issue which were agreed on:
1. Adding Isra University as a member to be represented by Dr. Mohammed Ali Al-Jinini, the dean of the Faculty of Information Technology.
2. Deciding on Sultan Moulay Sulimane University/ Morocco to host the 7th International Arab Conference on information technology (ACIT'2016).
3. Forming the closing statement committee.
Some remarks about the conference:
4. Many students absented themselves from the conference; only small number of studets attends.
5. Attendance certificates had better be given to speaker at the end of a session not before.
6. Website of the conference did not have through information.
7. More care and attention should be given to the organizational aspect rather than just giving thanks and expressing appreciation to the efforts being made.
8. The conference timetable was not available on the web site at the appropriate time, neither did it contain the researchers' names.
9. Recommending using (PPT) as a means through which research papers should be presented.
Conference recommendations:
1. Recommending that distinctive research papers which are presented to the conference should be republished in The International Arab Journal of Information Technology (IAJIT) in the next conference.
2. Choosing a diversity of general subjects to be presented by major guests speakers in the next conferences.
3. The necessity of carrying on the tutorial sessions in each conference so that researchers can acquire both scholarly and teaching skills.
4. Carring out specialized workshops by the participants during the conference.
5. having panel discussions about topics that are related to Information Technology in the host country.
At the conclusion of the conference, the Secretary General of the Conference sent a cable of thanks and appreciation on behalf of himself and on behalf of all the participants to Minister of Telcommunications and Information Technology, Mrs. Majd Shwaika on her patronage of the opening ceremony of the conference.
He also extended their thanks to Prof. Sultan Abu Orabi, The Secretary General of the Arab Universities Association for his participation in this conference; and to Prof. Bassam Malkawi, president of the Isra University for hosting the Conference, He also gave thanks to the Chairman of the Conference Dr. Muhammad Ali Al-Jinini, the dean of IT faculty; and to the head of the academic Committee of the Conference Dr. Aday Maaytah, and to the heads and members of the organizing committees for their great efforts to prepare for and organize the conference.
